The eThekwini Municipality’s Exco meeting on Tuesday, 21 January, revealed that over R1.9 million has been allocated for the commencement rental of the Durban North Library.
According to Ward 36 councillor Heinz de Boer, libraries play a pivotal role in the community, and the Durban North Library is well utilised by its residents. “The libraries are especially used by the youth to access the internet and for photocopies. It’s not only just a library, but a learning centre where the youth have a safe space to learn, read and access ICT technology,” he said.
De Boer added that the elderly community also makes use of the library, making it essential to renew the library leases. He noted that there is a lack of non-commercial space or municipal land in Durban North, resulting in the need to lease premises. “The cost is well justified because of the enormous service that it provides to the Durban North community. Any time during the day, I see the staff are always busy with people making use of the services,” de Boer said.
De Boer commended the eThekwini Municipality for keeping the library operational, stating that although it may be costly, it is essential to provide a safe space for the youth: “The bigger picture is that one would rather see the youth in libraries in a safe space.”
De Boer concluded that the library was actively seeking to become even more ingrained in the community by getting involved in projects and helping where they can.
The lease, set to commence on 1 September 2025, will last until 31 August 2028, with two rights of annual renewal. The lease is set to cost R1,932,700 annually for the first year, excluding operating costs, rates and taxes, utility charges, and VAT, which will be charged separately. The lease will escalate by 7% per annum for the ensuing years. However, the new rental rate is yet to be negotiated by Real Estates once approval is obtained and will be reported to the Bid Adjudication Committee (BAC).
The Library Department currently leases premises at Kensington Square, Shop 15-21, Adelaide Tambo Drive, Durban North.
The City said the extension of the Durban North library lease will ensure that the library will continue to render services without any disruptions to service delivery. The extension will ensure that no irregular expenditure is incurred.
