In an effort to alleviate the financial burden on municipal customers and ratepayers, the City of Durban’s eThekwini Municipality is urging them to take advantage of a special, full council-approved debt relief programme designed to assist households and businesses struggling with old debt. This programme includes a 50% write-off of arrear debt accumulated as at 31 January 2025.
The special debt relief programme will be in effect from May until 30 June 2025. Customers who participate in the programme are required to pay 50% of the corresponding debt in full and final settlement. This initiative aims to support domestic and business customers facing economic challenges, particularly those affected by undetected water leaks and other unforeseen circumstances.

The approval of this special programme comes as the city’s water debt has soared to R14.7 billion, primarily due to undetected leaks and short payments by insurers. Recognising the difficulties many customers face in settling these debts, the municipality has taken steps to address the issue and reduce its debtors’ book.
ANC Mayor Cyril Xaba emphasised that the special debt relief programme was a response to concerns raised by residents during budget hearings. He noted that the initiative is not automatic and must be applied for, subject to certain conditions. He encouraged residents and businesses to take advantage of this opportunity for financial assistance.
ANC Speaker Thabani Nyawose, who hosted the recent council meeting, said the municipality remained committed to supporting the community and finding solutions to help hard-pressed customers navigate these challenging times.
